James Turyamubona, the Rukungiri District Speaker, has thwarted a move to censure District Executive Committee (DEC) members for allegedly deceiving the District LC5 Chairman into taking important decisions without seeking council approval.
District councilor Robert Mugisha Rwamugata, who represents Buyanja Sub-county, gathered signatures in favor of a move to condemn a number of DEC members.
The accused DEC members are Vice Chairperson Santrinah Natuhwera, Michael Byarugaba the Secretary for Production, and secretary for finance Ntungura Gideon.
The petitioners claim that these made important decisions without consulting the district council and that they misled the LC V Chairperson Mr. Kyomukama Geofrey Rukaaga.
To express disapproval of DEC members for pressuring the District LC5 Chairman to adopt the district budget for the 2024–2025 financial year without the council’s approval, councilors started gathering signatures in June 2024.
In order to stop more mismanagement, they urge that these members be removed from their posts right away.

District Speaker Turyamubona James said during a council meeting yesterday Wednesday that the censure resolution against DEC members did not comply with many procedural standards.
Turyamubona pointed out that Rwamugata’s motion did not adhere to the required legal and technical requirements.
The motion was supposed to be presented at the council meeting yesterday, but because of these flaws, Turyamubona sent it back to Rwamugata for modification.

Michael Byarugaba, the secretary for Production, Works, and Natural Resources, refuted the allegations, claiming that the petitioners had not provided sufficient justification for the censure.
In support of the DEC’s activities, he cited the expertise of the LC V Chairperson, who has held a number of public positions, such as councilor and resident district commissioner (RDC).
