The Minister for Security, Hon. Maj. Gen. Jim Katugugu Muhwezi has threatened to detain all District Internal Security Officers (DISO) and the Gombolola (Sub-County) Internal Security Officers (GISO) who will fail to arrest individuals that extort money from PDM beneficiaries.
According to Minister Muhwezi, all DISOs and GISOs were instructed to closely watch the Parish Development Model (PDM) and report anyone who asks beneficiaries for bribes; however, it appears that some are failing to follow this instruction.
He revealed this yesterday Sunday while addressing residents of Bwambara Sub County at the fundraising event for construction of classroom blocks at Kakoni and Nyamihuku Primary Schools respectively and he was the chief guest.
Residents informed Minister Jim Muhwezi during his speech that Bwambara Sub County officials, particularly the office of Community Development Officer (CDO), demand money from individuals prior to allowing them to benefit from the new government program of Parish Development Model (PDM).
Muhwezi clarified that this is wrong; noting that the programme aims at helping people at the parish level to boost their household income.
He confirmed that the issue has to be looked into and those responsible for obtaining money from beneficiaries should be brought to justice.
“I will arrest all DISOs and GISOs across the country that will fail to report or detain anyone engaged in soliciting money/bribes from the beneficiaries of the Parish Development Model,” Muhwezi said.
Meanwhile Hon. Jim Muhwezi provided 100 bags of cement to each school to help them during their construction works.

The head teacher of Nyamihuku Primary School, Tukwatanise Francis, explained that the school had chosen to hold a fundraising function in order to build a three-classroom block due to an increase in pupils’ enrolment and the addition of classes from Primary five to Primary seven.
He expressed his gratitude to Minister Jim Muhwezi for the contribution of 100 bags of cement, which will significantly aid them in their construction efforts.
